Edward F. Garrigan, P.L.S.
Edward Garrigan is the President of the firm and serves as Chief Information Officer and oversees the Survey & Land Services Divisions. He has been with C.T. Male since 1985 and has an Associate of Applied Science degree in Civil Technology from Hudson Valley Community College. He has spoken at numerous seminars related to land surveying and is also a New York State approved instructor for continuing education for real estate professionals. Ed is often retained as an expert witness for projects involving accident reconstruction, boundary disputes and peer review. Additionally, he is a member of the Steering Committee of the Council of Professional Surveyors (COPS), a subcommittee of ACEC. Ed is a licensed land surveyor, a member of the Board of Directors and a shareholder in the firm.
David W. Roecker, P.E.
David has been with C.T. Male since 1984 and serves as the Vice President of Environmental Services, Chief Executive Officer/Chief Operating Officer. Dave is responsible for administration of division staff, project management, quality control and business development activities. He has a Bachelor of Science degree in Civil and Environmental Engineering from Clarkson College of Technology in Potsdam, New York and is a licensed professional engineer. Dave is a shareholder of the firm and a member of the Board of Directors.
Richard C. Wakeman, P.E.
Richard joined the firm in 1995 and serves as Vice President of Civil Engineering. Rick has a Master of Science degree in Civil Engineering from Purdue University in West Lafayette, Indiana and a Bachelor of Science degree in Civil Engineering from Clarkson College of Technology in Potsdam, New York. He is responsible for the overall management of the civil engineering division and serves as the firm’s chief geotechnical engineer. Rick is a shareholder of the firm.
Edwin L. Vopelak, JR., P.E.
Edwin joined the firm in 1978 and serves as Vice President of Technical Services and Chief Engineer. He is responsible for overall technical quality in the firm, directing policy development regarding design standards, quality control procedures and contractual arrangements. He has been the designated review engineer for a number of municipalities for the review of subdivisions, commercial site plans and telecommunication projects. Ed is a shareholder of the firm and is a member of the Board of Directors. He has a Master of Engineering degree in Environmental Engineering and a Bachelor of Science degree in Civil Engineering from Cornell University in Ithaca, New York.
David R. Wahrlich, CPA
Dave is the Chief Financial Officer and is responsible for all facets of Accounting and Financial Management for the firm. He joined the firm in 2012, bringing over 30 years of experience to the role, 22 working in the Engineering industry, which included 15 years as Chief Financial Officer. Dave is a licensed CPA in the State of New York and holds a BS in Accounting from SUNY Albany.
Daniel P. Reilly, P.E., Division Manager, Environmental Services and Director of Operations
Dan joined the firm in 1993 and serves as the Division Manager of the Environmental Services Division and also as the Director of Operations. He holds a Bachelor of Science degree in Environmental Engineering from Rensselaer Polytechnic Institute and is a licensed Professional Engineer in New York State. Dan is responsible for managing personnel, production and operations of the Environmental Services Group. As Director of Operations, Dan supports the COO and other Division Managers with managing the firm’s operations. He is a shareholder of the firm and is a member of the Board of Directors. Dan specializes in industrial compliance, air permitting and air emissions and PFOA related services.
Richard A. Campagnola, R.A., A.I.A., NCARB, Division Manager, Architectural Services
Rich joined the firm in 2000 and serves as Principal Architect and Division Manager of the Architectural Services Division. He holds a Bachelor of Architecture degree and a Bachelor of Science degree in Building Sciences from Rensselaer Polytechnic Institute. He is a Registered Architect in New York State and is certified by the National Council of Architectural Registration Boards. He is also a Certified Code Enforcement Official through the Department of State Division of Building Standards and Codes, and is a member of the Code Enforcement Disaster Assistance Response (CEDAR) program. He is responsible for the overall management of the Architectural Services Division and oversees the quality control, design & construction administration of all architectural projects. Rich is a shareholder of the firm and specializes in Fire Station/Essential Facilities Design.
James R. Edwards, P.E., Division Manager, Civil Engineering
Jim joined the firm in 1993 and serves as the Division Manager for the Civil Engineering Division. He holds a Bachelor of Science degree in Environmental & Resource Engineering from SUNY Environmental Science & Forestry and is a licensed Professional Engineer in New York State. Jim served on the Town of Moreau’s Planning Board for 14 years and was a past member of the Board of Directors for the Moreau Community Center. Jim is responsible for the overall management of the division’s personnel, production and operations and is a shareholder of the firm. He specializes in roadway, utility and construction phase services for both public and private sector work.
Scott D. Goodwill, P.E., C.E.M., Division Manager, Energy and Building Systems Services
Scott joined the firm in 2012 and serves as the Division Manager for the Energy and Building Systems Services Division which is made up of Energy, Solar, and Mechanical and Electrical Engineering. He holds a Masters in Business Administration from George Fox University and a Bachelor of Science degree in Mechanical Engineering from Rochester Institute of Technology. He is a licensed Professional Engineer in New York, Oregon, Washington and Colorado, is a Certified Energy Manager (CEM), a LEED® Accredited Professional and is a shareholder of the firm. Scott manages the preparation of departmental budgets, staff assignments, personnel, proposal preparation and review, quality control and development of market strategies. Scott is also responsible for the creation of the firm’s Energy Services Division and the addition of Solar Services as a firm offering.
Jessica V. Marquard, R.L.A., Division Manager, Land Services
Jessy joined C.T. Male in 2008 and serves as the Division Manager for the Land Services Division which includes Landscape Architecture, Land Development and Geographic Information Services (GIS). She holds a Masters of Landscape Architecture and a Masters of Urban and Regional Planning from Cornell University and a Bachelor of Science in Environmental Studies from the University of Oregon. She is a Registered Landscape Architect in New York State and a shareholder of the firm. Jessy’s energy and enthusiasm for Landscape Architecture & Planning, the balance of aesthetics, engineering, and the natural and built environments, combined with her breadth of expertise on project types, makes her a well rounded addition to any project. Her contribution to landscape architecture and planning projects includes master planning and documentation, conceptual design, graphics, community workshops and consensus building, grading, and plant material selection.
Raymond T. Liuzzo, P.L.S., Division Manager, Survey
Ray joined C.T. Male in 1997 and serves as the Division Manager for the firms oldest and largest Division, Survey. He holds an Associate of Science degree in Surveying from Paul Smith’s College and is a Professional Land Surveyor in New York and Massachusetts. Ray manages and supervises a staff consisting of licensed land surveyors, survey technicians, CAD drafters, field crews and support staff. He is responsible for the introduction of new technology in the Survey Group including High Definition Laser Scanning and Unmanned Aerial Vehicle (UAV) Services. Ray is a shareholder of the firm and is a member of the Board of Directors. Ray is also the Chairman of the Town of Malta Zoning Board. His expertise is in managing large projects and term contracts for public, private and utility clients.
