Saratoga County Water Treatment and
Transmission Facilities Project  

C.T. Male Associates teamed with Malcolm Pirnie, Inc. to provide design and construction administration/observation services for the Saratoga Water Project. The project consists of a raw water intake and pump station on the Hudson River in the Town of Moreau, a raw water transmission main to a new water treatment plant using membrane technology, a finished water storage reservoir in the Town of Stillwater and 28 miles of 36” and 30” finished water transmission main to transport water to various municipalities throughout the County. C.T. Male’s work tasks include the following:

  • Route evaluations and preliminary design for 28 miles of finished water transmission main. As part of the work, C.T. Male developed various route alternatives, developed preliminary construction cost estimates, performed hydraulic analyses, determined easement needs and evaluated permitting requirements.   
  • Final design of the selected transmission main alternative which includes multiple stream crossings, including the Kayderosseras Creek; two railroad bores; six state highway bores; one pipe bridge over the Mourning Kill; and 40 air relief structures.
  • Preparation of project manuals for five pipeline construction contracts and the preparation of detailed construction cost estimates.
  • Preparation of a stormwater pollution plan for the proposed construction work.
  • Survey for the raw and finished water transmission mains.
  • Wetland delineations and environmental permitting for the finished water transmission mains.
  • Easement mapping and descriptions for over 150 easements and right of way occupancy agreements with the D&H Railroad, National Grid, Saratoga State Park and NYSDOT.
  • Geotechnical engineering for the entire project.
  • Architectural design for the WWTP and raw water pump station building.
  • Design of 5 million gallon standpipe at the end of the finished water transmission main.
  • Construction observation of water main installation.
  • Submittal review for pipeline and building work.
