C.T. Male was retained by the City of Gloversville to complete a NYS Brownfields Investigation of the Independent Leather Tannery facility. The tannery had shut down operations in the mid-1990’s and left the site without properly cleaning up the facility. Numerous chemical vats and raw and waste materials were left – uncontrolled – throughout the site buildings. The U.S. Environmental Protection Agency (EPA) visited the site at the request of NYSDEC and determined that an Emergency Response Action was required. All of the site wastes were characterized and removed, the buildings were decontaminated and three of the four site buildings were demolished.

C.T. Male monitored all progress, and ultimately modified our work plan to account for the work completed by EPA, and completed supplemental investigations and evaluations to support the development of a Site Investigation and Remedial Alternative Report. A Record of Decision was issued by NYSDEC for the site in February 2004.

C.T. Male collaborated with the USEPA while addressing the NYS Brownfields requirements – and led the way statewide. Through this process, nearly $1.5 million was spent by the EPA for site investigation and remediation at no cost to the City of Gloversville. C.T. Male’s Brownfield scope of services was reduced through the elimination of the planned and required building contamination activities.

In the Spring of 2005, remedial action plans and specifications were developed for addressing the remaining outstanding issues within the site; plans were approved by NYSDEC, publicly bid, and the project was completed in June 2007.

Investigation of the soil at the adjoining properties south of the site was completed as required by the Record of Decision.  Off-site impacts to soil were identified and remediation was required by NYSDEC.  C.T. Male prepared plans and specifications for off-site remediation of metals impacted soil, which were publicly bid, and the project was completed in October 2007.  C.T. Male has prepared a Site Management Plan to layout future site disturbance requirements.  C.T. Male will also implement a long term groundwater monitoring program to evaluate the effectiveness of the remedy.
