ENVIRONMENTAL SERVICES PROJECT PROFILE
Luther Forest Technology Campus, Malta & Stillwater, New York
This project consists of the construction and operation of the Luther Forest Technology Campus (LFTC), a proposed nanotechnology manufacturing campus on a 1,350-acre site in the Towns of Malta and Stillwater. Also included are off-site road mitigation measures and utility improvements, including water, sewer, electric power, telecommunications and natural gas, through creation of a Planned Development District (PDD) allowing such uses.
The Saratoga Economic Development Committee filed a uniform PDD Application with the Malta and Stillwater Town Boards that generally described the allowable uses, district standards and development procedures. The Town of Malta Town Board subsequently assumed SEQRA "Lead Agency" status for the environmental review of the proposed action. Based upon the information contained in the Environmental Assessment Form (EAF), and in accordance with 6 NYCRR Section 617.12, the Board issued a Positive Declaration, having determined that the proposed action may have a significant effect on the environment and has required the preparation of a Draft Generic Environmental Impact Statement (Draft GEIS).
C.T. Male has taken the lead in preparing and compiling a Draft GEIS for the proposed action. The six-volume Draft GEIS contains a Water and Sewer Report, Noise Study and a Malta Rocket Fuel Area Report that were prepared by C.T. Male, in addition to the studies prepared by other team members. The Draft GEIS was accepted as completed on January 22, 2003 by the Lead Agency, which started a 60-day comment period. C.T. Male assisted in the preparation of a final GEIS and Findings Statement.
The Towns of Malta and Stillwater have both approved PDD legislation for LFTC. C.T. Male has completed ALTA topographic surveys and wetlands delineation mapping for both the 1,350-acre project site and all offsite infrastructure improvements.
C.T. Male continues to assist SEDC with implementing a strategy for pre-permitting LFTC. A central focus of the pre-permitting is the timely acquisition of a Section 404 Permit from the Corps. In addition, C.T. Male has completed numerous Phase I & II Environmental Site Assessments for acquired property, including an existing Class IV inactive hazardous waste disposal site near the center of the 1,350-acre project site.
