Remedial Investigation/Feasibility Study for the
Municipal Landfill at Luzurne Road, Queensbury
The City of Glens Falls is under an Order On Consent with the NYSDEC to implement a Remedial Investigation/Feasibility Study and Remedial Design for the landfill closure. The site is listed as a Class II Inactive Hazardous Waste Site.
C.T. Male’s scope of services on this project included identifying and defining the extent of contamination at and derived from the landfill, identifying possible risks to human health and the environment, and recommending a long-term, environmentally sound, feasible and cost-effective remedial action. C.T. Male prepared a Remedial Investigation/Feasibility Study Work Plan, Field Sampling Plan, Quality Assurance Project Plan, Health & Safety Plan and Citizens Participation Plan that were all approved by the NYSDEC and NYSDOH.
The Remedial Investigation (RI) performed involved test pit excavations to determine the limits of refuse; surface soil, sediment and soil sampling and laboratory analysis; monitoring well installations; explosive gas, leachate and vector investigations; surface and groundwater sampling and laboratory analysis; and human health and ecological risk assessment. An RI Report was prepared and approved by NYSDEC and NYSDOH.
C.T. Male performed a Feasibility Study (FS) which involved identifying, screening and evaluating alternatives for capping the landfill, and preparing capital costs, monitoring and operations, and maintenance costs. A conceptual plan of the recommended alternative was prepared, and an FS Report was prepared and approved by NYSDEC and NYSDOH.
C.T. Male submitted notices to the public and attended and participated in public meetings. A Record of Decision (ROD) was signed by NYSDEC on March 27, 2003. The ROD describes the remedy selected by NYSDEC for remediating the site.
C.T. Male is currently under contract with the City to perform the Remedial Design (RD), and to provide Construction Administration and Oversight (CA&O) once the State Assistance Contract Amendment is executed between the City and NYSDEC.
