Management Team

ROBERT R. ALLEN, P.L.S., President, is responsible for the overall leadership and management of the firm. He joined C.T. Male in 1969 and has an Associates degree in Applied Science in Civil Technology from Hudson Valley Community College in Troy, New York. Bob is a member of the firm’s Board of Directors and a shareholder of the firm. He also serves as Chairman of the Friends of Scouting Twin Rivers Council of the Boy Scouts of America and is on the Hudson Valley Community College Foundation Board.

DAVID W. ROECKER, P.E., has been with C.T. Male since 1984 and serves as the Vice President of Environmental Services and Chief Operating Officer. Dave is responsible for administration of division staff, project management, quality control and business development activities. He has a Bachelor of Science degree in Civil and Environmental Engineering from Clarkson College of Technology in Potsdam, New York and is a licensed professional engineer. Dave is a shareholder of the firm and a member of the Board of Directors.

RICHARD C. WAKEMAN, P.E., joined the firm in 1995 and serves as Vice President of Civil Engineering and Chief Financial Officer. Rick has a Master of Science degree in Civil Engineering from Purdue University in West Lafayette, Indiana and a Bachelor of Science degree in Civil Engineering from Clarkson College of Technology in Potsdam, New York. He is responsible for the overall management of the civil engineering division and serves as the firm’s chief geotechnical engineer. Rick is a shareholder of the firm.

EDWIN L. VOPELAK, JR., P.E., joined the firm in 1978 and serves as Vice President of Technical Services and Chief Engineer. He is responsible for overall technical quality in the firm, directing policy development regarding design standards, quality control procedures and contractual arrangements. Ed also manages the Building Systems group at C.T. Male and functions as project manager on water projects, wastewater projects and municipal building projects. He has been the designated review engineer for a number of municipalities for the review of subdivisions, commercial site plans and telecommunication projects. Ed is a shareholder of the firm and is a member of the Board of Directors. He has a Master of Engineering degree in Environmental Engineering and a Bachelor of Science degree in Civil Engineering from Cornell University in Ithaca, New York.

EDWARD F. GARRIGAN, P.L.S., is the Vice President for Survey & Land Information Services. Ed is responsible for overseeing Land Surveying, Land Development and Geographic Information Systems (GIS) services. He has been with C.T. Male since 1985 and has an Associate of Applied Science degree in Civil Technology from Hudson Valley Community College. He has spoken at numerous seminars related to land surveying and is also a New York State approved instructor for continuing education for real estate professionals. Ed is often retained as an expert witness for projects involving accident reconstruction, boundary disputes and peer review. Additionally, he is acting Chairman of the Council of Professional Surveyors (COPS), a subcommittee of ACEC. Ed is a licensed land surveyor, a member of the Board of Directors and a shareholder in the firm.

GARY R. MALE, P.E., is the Chairman of the firm’s Board of Directors, and he serves as a Managing Engineer specializing in water supply and wastewater collection. He has a Bachelor’s degree in Civil Engineering from Union College. He is active in water and wastewater industry associations and served as Chair of the New York Section of the American Waterworks Association from 1995 to 1996. Mr. Male also serves as Chairman of the Board of Fire Commissioners for a local fire district and is active in the governance of his church.  In his spare time he enjoys golf, reading and working on home improvement projects.

DAWN BOUCHARD, PHR, is the Director of Human Resources and oversees the firm's corporate Human Resources function including Workforce Planning and Employment; Employee Relations; Compensation and Benefits; Employee Training and Development; and Occupational Health, Safety and Security. Additionally, Dawn oversees the daily operations of the Administrative Services Division responsible for administrative functions including clerical, purchasing, printing services and grounds keeping. Dawn is a graduate of Hudson Valley Community College and The College of Saint Rose and holds degrees in Accounting, Interdisciplinary Studies and Human Resource Management. She is a professional member of the Capital Region Human Resource Associates (CRHRA) and the Society for Human Resource Management (SHRM), and holds a Professional Human Resources certification (PHR). Dawn attained Shareholder/Investor status in 2002.

BILL BUTLER brings 30 years of marketing and business development experience to C.T. Male. In his role within the firm, Bill has responsibility for managing all facets of Marketing and Business Development including client development, strategic planning support, market research and corporate identity programs. Bill holds both an undergraduate BS degree in Accounting and an MBA from Monmouth University in New Jersey. He comes to C.T. Male from a large global consulting engineering firm where he served as Sr. Vice President of Marketing and Sales. Bill is a member of the Business Council of New York State and is active in many community activities.

PHILIP C. MOEHRINGER joined C.T. Male Associates, P.C. in October of 2000 and serves as Corporate Controller. Phil oversees the operations of the Finance group supervising Accounts Payable, Accounts Receivable and Payroll and the presentation of financial statements to the Chief Financial Officer and Board of Directors. He is also a co-plan administrator of the company’s 401K plan, manages the company’s banking and insurance relationships and coordinates all external audits and reviews.  Phil has a Bachelor of Science degree from Utica College of Syracuse University in Utica, New York.

LAWRENCE J. TULLY is the Director of Information Technology and is responsible for the hardware, software, security and maintenance of the firm’s network resources. He joined C.T. Male in 1997 and supervises an experienced and dedicated staff. He has earned both a Master’s and Bachelor’s degree from the College of Saint Rose and Siena College. Larry is also an Investor in the firm.
