CP Rail Yard Site, Plattsburgh, NY - Brownfield Cleanup Program
C.T. Male was retained by the City of Plattsburgh to conduct a Phase I and II Environmental Site Assessment of the active CP Rail Yard located within the center of the City and on the shores of Lake Champlain. The City has developed plans and secured resources to move the rail yard to another nearby location and purchase the existing rail yard. The site is planned for redevelopment which will include a hotel/ convention center and public park that will link waterfront pedestrian and bike trails within the City.
The Phase I ESA documented the history of the site and identified several recognized environmental conditions which were subsequently evaluated through a Phase II ESA. The Phase II ESA involved test borings, monitoring wells and soil and groundwater analyses. The Phase II ESA identified several environmental issues for which further site evaluation was required. With the anticipation that site remediation activities would be required to clear the site for the intended use, C.T. Male assisted the City in entering the NYS Voluntary Cleanup Program.
The VCP site investigation was completed and submitted to NYSDEC for review and approval. The Site Investigation Report was deemed complete by NYSDEC. With the promulgation of the NYSDEC Brownfields Cleanup Program (BCP), C.T. Male assisted the City and developer with transferring into the BCP. A Remedial Action Work Plan and Soils Management Plan were developed for the site and approved by NYSDEC. The remediation of petroleum impacted soils has been completed and redevelopment of the western portions of the site, as a municipal parking lot to support access to the waterfront is complete. Development of the water front park was completed in the spring of 2009 and the Hotel/Conference Center is currently on hold.
