The Earlton, New York resident received a Bachelor of Science Degree in Civil Engineering from the University of Notre Dame. His professional affiliations include the New York Water Environmental Association and Toastmasters International. Mr. Flores is a licensed Professional Engineer in New York and Indiana and a New York Grade 4A Wastewater Operator. C.T.
