C.T. Male Associates was retained by the City of Newburgh to complete a NYS Brownfield Environmental Restoration Project of the 350 – 352 Liberty Street Site. This site had historically operated as a gas station until the early 1980’s when it was abandoned.  The City took control of the property for non-payment of taxes. It is located adjacent to a burned down factory building but is primarily situated in a residential neighborhood.

C.T. Male Associates prepared a Remedial Investigation Work Plan for the site that included:

  • Test pitting and soil sampling
  • A ground penetrating radar survey
  • Installation of soil borings and monitoring wells
  • Surface soil sampling

Underground storage tanks (USTs) were known to be present, however, the Remedial Investigation revealed the presence of 5 previously unknown USTs.  The USTs were removed using Interim Remedial Measures that included the removal of petroleum-impacted soil and confirmatory testing.  Groundwater impacts were observed and the potential exists for vapor intrusion in the adjacent residents.  Those investigations are ongoing.

Nine USTs were removed from the property and over 200 tons of petroleum-impacted soil.  The existing on-site structure was demolished using a variance under Code Rule 56 to deal with the asbestos-containing material.  Clean backfill suitable for construction purposes was placed in the excavations.  The findings of the IRM have been presented to the NYSDEC in a Construction Completion Report (CCR).  The Vapor Intrusion Study and Groundwater monitoring wells were installed and the RI and RAR reports were provided to the DEC for review.
